"Open Fields"

So I finished the campaign (mostly on medium) and enjoyed it greatly and decided to tackle the single missions.  The first one is called "Open Fields"
I started playing it and it has "vast tracts of lands indeed;" and massive amounts of resources to boot.

What it doesn't have is any victory conditions.  It starts you off with 100K!! of denari and basically says "Don't run out of money".  Well - with that much money to start, it's very difficult to run out.  But there's no goal to shoot for at all, the game seems sort of aimless.  Am I missing something?

Looks like it is a  "Freebuild" what is known as a "sandbox" in other games. This is quite common and most games have a few like this. Probably all the buildings are unlocked,
The idea is you build what you like or just use it to test how the games works or maybe try out different arrangements. Some people like them just to build on but I find them more useful as testbeds

If this isn't what you want to do, skip it and try another. There are some user-createds and some of those are sandbox too. They probably say "Freebuild" when you start

Yes it is a sandbox. There at least two more that came with the game;  The city on the hill and Jewel in the sea.
