I got CCR for Christmas (I put it on my Amazon wish list and it was pretty cheap :) My background is a peaceful Civ player.  I loved to build things and always try for Culture wins in Civ IV.  I'm very much enjoying CCR.  I've run through the peaceful campaign and as soon as I realized that bridges were a requirement at Ctesiphon, none of them were _too_ much of a challenge.  I've done them all on medium.  Is there a difference between it and easy/hard other than loan sizes? Does the economy of the game work the same in each difficulty and do you have the same starting position?

Oops - that's not my main question though.  I've completed the first few military campaigns - mostly by bumbling around.  I've figured out how to send the legions out of the city and how to attack other units once their outside.  A key is definitely building roads to get the legions out of town fast.  (although another is remembering you've sent the unit out and getting it to attack once it's out there - half the time, I go back to setting up my city and forget about the external units - it's annoying)

But that's just a memory thing.  The thing that annoys me is my legions tend to stay at 1/1/1 - how do I get them to bump up to 7/7/7 or 10/10/10.  I've created weapons manufacturers (spear makers) nearby with access to wood stored in granaries.  Sometimes my units get bumped up to 1/1/9.  I've also gone the iron tool maker route.  But it seems random as to which of my 3 legions gets add-ons and how fast they increase.  I really need to get this right, b/c the Spanish campaign is kicking my @ss - and I want to get back to building great cities with beautiful piazzas and fountains and gardens etc.

I'll answer the first part of your question:
In hard difficulty you get less money (but I'm pretty sure the economy is the same), the ranges of shopkeepers to warehouses etc are smaller. But the other big difference is you need to cover all homes with a Watchtower or you will get riots and you need to cover all buildings with a Fire tower or Fires break out. There is still a danger with homes until they have upgraded slightly but if they get water from cistern then they are usually safe.
Clicking on the Fire tower and Watchtower show the range effect on all the buildings.
Please note that wildfires are programmed into a scenario and are not the same thing as building fires.
Fires need to be put out by water in buckets supplied by wells but if you ensure every building is covered then you don't actually need the wells because there is no risk (unless wildfires)
If there is a building that the risk doesn't apply to then you won't see the risk symbol when you click on the tower.
Try it and see.
If you play with the ranges of hard then your city is probably more effiicient because your layout is necessarily tighter

After the region battle, you need to bring them back to the fort. The send cohorts out of city button will be indented. Click it and they will return to fort. Maxium is 25/25/25.

So all they need is access the weapons manufacturers? Do they need other resources?

The Javelin Maker and/or Sword Maker has to be on the map. Doesn't have to be close. There should be a warehouse close to the weapon shops. Forts will get weapons automatically from a warehouse.

If you have a fort on the region map, that fort will not receive any troops. You have to recall troops from the region map back to the fort. Then your troops will increase.
